Richard Van Blaricom

The Board for Geologists and Geophysicists (Board) received the surrendered Geophysicist License of Mr. Richard Van Blaricom (Registered Geophysicist No. 129). The License was surrendered as part of a Stipulated Settlement of Accusation Number 01-98-45 issued pursuant to § 7860 (c)(1), (c)(2), and (c)(3) for unprofessional conduct in conjunction with § 7835 of the Geologists and Geophysicists Act in that Mr. Richard Van Blaricom, GP 129 failed to exercise responsible charge of work constituting the professional practice of geophysics. Accusation Number 01-98-45 was filed with Office of the Attorney General and coordinated with the Victorville District Attorney's Office.
Mr. Richard Van Blaricom, GP 129 admitted to the truth of each and every charge and allegation in Accusation Number 01-98-45. Mr. Richard Van Blaricom aided and abetted two unlicensed individuals, Mr. Kevin Lee Jonker and Mr. Allen Whitt, to act as Licensed Geophysicists and/or Registered Geologists in the data collection, interpretation, and preparation of a groundwater survey report. Further, Mr. Van Blaricom signed and sealed the groundwater survey report which he did not prepare documenting that he failed to exercise responsible charge of the professional geophysical work.
In the Stipulated Surrender of License and Order, dated March 3, 2002, Mr. Van Blaricom agrees that cause for discipline existed and therefore surrendered his license to the Board for Geologists and Geophysicists for formal adoption. On March 25, 2002, the Board adopted the Stipulated Surrender of License and Order for the case effective April 25, 2002.
In addition to his Geophysicist License surrender, Mr. Van Blaricom agreed to reimburse the Board for costs of investigation and enforcement ($18,500.00). The BGG received $4,500 from Mr. Van Blaricom pursuant to the Stipulated Surrender of License and Order, the remaining balance of $14,000.00 must be paid to the BGG prior to consideration of new or reinstated license issuance.
The case was closed on April 26, 2002.
